| 5 | E-signature and E-services in Albania显示文摘Since 1997, several numbers of directives have been applied to put in power the use electronic signatures in the electronic document. In Albania there has approved a number of laws and bylaws regulations in this field and in 2009 the supervisory authority for electronic signatures was established, the National Authority for Electronic Certification. In this article the current situation of the usage of e-signature in public and private sector will be analyzed. Then the e-governanment systems using electronic signatures will be reviewed. At the end recommandations stated in the Value section below will be given. In June 2014, the new European Regulation known as e-IDAS was approved. Since Albania is non-EU member state aspirant to be member of EU, there is a need to have a mechanisms for building paperless procedures in different sectors. Some efforts to implement e-documents at institutional level are pending, do to the need to use digital signiture and digital seal. In order to capture the evidences in this article the methods of observation and case study of ecustom, e-prescription and e-permit systems in Albania as well as some draft studies done from international institution are used. In order to analyze benefits of using e-signature case studies from EU countries like Austria, Italy, Germany, the Netherlands and France will be shown. As information technology is developing rapidly, it is necessary to apply innovative, simple, and secure methods, such as remote methods. This method, treated as a new concept in European regulation, is used by some EU countries. In this article the benefits of the remote method and how to apply it will be shown. This article contains implications for the groups of academics, who can use the statics and case studies in order to improve and update their lectures;for researchers who can take to another level the recommendations and for the practitioners who can update their knowledge on e-signature and e-services in Albania. | 6 | Fate of Myclobutanil Residues after Application on Apples Growing to Korca District, Albania显示文摘One of the largest and most important pesticides groups are Demthylation inhibitors, a class of single-side fungicides, used for the control of fungal diseases on fruit. The aim of this study was to investigate the fate of myclobutanil after its application in Starking and Golden Delicious cultivars. The apple trees were treated with maximum and minimum levels of recommended doses. The samples were collected randomly in different interval days after application. For identification and quantification of myclobutanil residues in apple fruit liquid chromatography-tandem mass spectrometry (LC-MS/MS) technique was performed. The highest values of myclobutanil residues were found at the 1^st day after treatment and by the time the residue levels were decreased. Thus, the level of myclobutanil residues ranges from 0.928 mg kg^-1 to 0.019 mg kg^-1 and from 2.085 mg kg^-1 to 0.086 mg kg^-1 in Starking treated with the minimum and maximum doses respectively. Also, in the Golden Delicious cultivar the level of myclobutanil residues ranges from 0.878 mg kg^-1 to 0.026 mg kg^-1 and from 1.760 mg kg^-1 to 0.092 mg kg^-1 with the minimum and maximum applied doses at 1^st and 40^th day after application, respectively. Therefore, the samples treated with maximum recommended dose did not reach the MRL (0.6 mg kg^-1) before the 14th day after application, whereas the samples treated with minimum recommended dose reached MRL before 7th day after application. | 8 | Digital Skills of Albanian Lecturers and Students From the Humanities During Pandemic显示文摘The new cultural turn was introduced in Albanian higher educational institutions initially through the implementation of new student-centred teaching methods and with technology,which required the acquisition of digital competence.In the context created by the pandemic situation,three questions were posed to university lecturers:What is the experience of teachers and students during online learning?What are the digital competencies of teachers and students after pandemic?Does this situation indicate the creation of a new teaching culture within Albanian higher education?Survey-based methodologies are at the base of this study.The groups surveyed include Bachelor and Professional Master’s level students from two universities,the University of Tirana and the University of Elbasan,but also 60 lecturers from the Faculty of Humanities at the University of Elbasan and the Faculty of Foreign Languages at the University of Tirana.The surveys drawn from lecturers reflect teaching experience during the COVID-19 crisis.Participants had limited prior exposure to online teaching,and their pre-pandemic digital skills were lacking.However,the pandemic experience improved their skills,albeit with minimal supportive training and self-directed learning.Surveys reveal that technology’s incorporation in online teaching has not substantially enhanced students’digital capabilities despite the prevalent use of basic tools. | Edlira Gugu Ema Kristo | 2023 | US-China Education Review(A)2023，13，6： | 0 |
