| 3 | Attitude Toward Lobola in Remarriage Following Divorce in African Communities显示文摘Lobola is central to the process of marriage in many African communities.It is an old tradition that historically entailed a gift from the bridegroom's family to the bride's family.In some African societies,determinants of lobola include a range of factors,such as the bride's educational,financial,and social status,the bride's age,number of children and whether the bride has had any history of divorce.However,attitude toward remarriage and payment of lobola to a divorced woman is often characterized by skepticism.In most instances,the worth of pride price to be paid to the divorced woman's family is often devalued,decreased,deemed unacceptable,and frowned upon,while male divorcees do not face such prejudices.Overtly or covertly,the social conviction seems to be that there should not be payment of lobola in remarriage after divorce.Consequently,the decision to remarry postdivorce remains particularly difficult for most Black African women due to the stigma attached to divorce.In contrast,men still enjoy the right to divorce and remarry with little or no prejudice.Using bargaining theory,this article examines the body of literature on cultural attitudes toward the payment of lobola following divorce in South Africa.The article argues that the payment of lobola is fundamentally patriarchal and perpetuates most of the social tribulations and marginalization practices against women. | Nathaniel Phuti Kgadima Goitseone Emelda Leburu | 2023 | Fudan Journal of the Humanities and Social Sciences2023，16，1： | 0 |
| 4 | The Perpetual Decline of the State of Local Government in South Africa显示文摘The advent of a democratic order in South Africa in 1994,was accompanied by the first democratic local government elections in 1996.The African National Congress(ANC)brought about hope and high expectations of uninterrupted quality and sustainable service delivery to the most marginalized of society;blacks in rural areas and urban townships.To ensure a local government system that will be responsive and accountable to the people they serve,a considerable amount of effort was undertaken to put in place applicable legislation.Despite all these investments,the past 20 years saw municipalities in many parts of the country would become“black holes”or what one may call“bottomless pits”in which public funds were committed without any meaningful durable services.The aspects indicated above will be articulated to demonstrate a local government system in a perpetual state of decline and paralysis.The article draws from secondary sources,including relevant literature,to advance its argument.The articles argue that despite the strides undertaken by the democratic government,many municipalities are still in an unrelenting struggle to deliver services to communities.Almost all South African municipalities are plagued with huge service delivery backlogs.It can be recommended that there is a need to inculcate and strengthen the role of local councillors in local government matters.The article recommends professional training for councillors in policy machination,strategic planning,budgeting,and translation of plans into programs. | Phuti Ignatius Moloto Kagiso Innocent Makalela | 2023 | Journal of US-China Public Administration2023，20，4： | 0 |
| 5 | Perceptions and Attitudes of Selected Rural Communities in the Polokwane Local Municipality Regarding Water Supply显示文摘The purpose of the study was to evaluate water supply in general,and in particular,the perceptions and attitude of rural communities with specific reference to Matlou and Letsokoane under jurisdiction of the Polokwane Local Municipality.This was done by using a case study design of two villages(Matlou and Letsokoane)selected as settings for the study.This article is a culmination of a study conducted towards the fulfilment of a postgraduate qualification.A mixed method approach was used for the study combing structured questionnaires and open ended interviews.The findings of the study have showed that Polokwane Local Municipality is failing to supply water services to residents in Matlou and Letsokoane.Contributing factors this state of affairs includes:increase in population in that area,residents tampering with water provision infrastructure,theft and no intervention by political representatives when there is no water.The results presented on this article are emanated from quantitative research method.The study has therefore produced a grounded water supply value chain model emanating from the findings of the research study as well as the literature surveyed.Lessons that can be learned from this study are the following:consultation with community trough ward councillors,which include educational aspect of preservation of water as a source of restoration for human life and dignity.Concertize the community with an attempt to reduce illegal activities as cited in the study regarding stealing of taps. | Phuti Ignatius Moloto Kabelo Boikhutso Moeti | 2023 | Journal of US-China Public Administration2023，20，5： | 0 |
| 6 | “Good Governance and Ethics”in the South African Municipalities显示文摘Good governance is a solid foundation for improving service delivery and sustainable growth.Good governance and a good work ethic should be on the minds of politicians and senior civil servants if they are to sincerely improve the livelihoods of the poor on the South African continent.The 1994 Public Service Transformation identified the need for a code of conduct in South Africa as an essential element in raising high standards of ethics and professionalism.It is necessary to plan to implement measurable strategies,conduct ongoing fraud risk assessments,and raise public awareness through education and training in good governance and ethics.The purpose of this article is to assess how unethical practices affect good governance practices and,in particular,people’s trust in local government.In this context,the research is purely conceptual and has followed analysis of secondary data.It is imperative to implement ethical principles for economic and social development at the local level.The Public Service Commission then developed a code of conduct in 1997.Mismanagement is increasingly seen as one of the root causes of crime in our society.Corruption,poor service delivery,crime,and critical infrastructure not being properly maintained are signs that power cuts and good governance are deteriorating in South Africa.Ethical behaviour makes an organization more agile and effective.There is also a need to advocate and promote ethical practices for city councillors and employees. | Kagiso Inonocent Makalela Phuti Ignatius Moloto | 2023 | Journal of US-China Public Administration2023，20，5： | 0 |
| 7 | Climate Change and Just Energy Transition in Africa显示文摘In order to achieve the climate change in the African countries,the governments both nationally and internationally have the opportunity to implement their climate and sustainability goals more coherently.Such coherent requires the coordination of interdependent policies across different policy fields,sectors,and actors.The purpose of this study was to explore how governments in African countries design and implement synergic solutions to both international agendas.Therefore,this paper is pure conceptual and has followed the secondary data and solicits salient data arguments on climate change and just energy transition in Africa.There are challenges in overcoming environmental,economic,and social burdens of the coals being phased out,especially related to jobs and inequality(SDGs 8,10)and water,energy,food,and land nexus(SDGs 2,6,7,15).Countries with different political,social,and economic backgrounds strive to manage such a transition.African countries when designing just energy transition pathway such as ensuring inclusiveness in designing making thoroughly assessing social,economic,and environmental impacts and adequately coordinating accurate actors the local,provincial,and national level.The key concepts of“energy justice”and“just energy transition”have become highly prominent in recent years.Previous studies have addressed the issues of energy justice(Sovacool&Dwarkin,2015;Jenkins et al.,2016);we understand“energy justice”as a goal of achieving equity in the global energy system by taking into account social,economic,environmental and political effects of participating in this system. | Kagiso Innocent Makalela Phuti Ignatius Moloto | 2023 | Journal of US-China Public Administration2023，20，5： | 0 |
