| 1 | 上海市地面沉降防治管理条例显示文摘地面沉降是上海最主要的地质灾害之一,从立法层面防治地面沉降是保障城市安全的重要方面。2013年4月17日,《上海市地面沉降防治管理条例》由上海市第十四届人大常委会第三次会议表决通过,2013年7月1日起实施。条例以地方法规的形式,对因抽取地下水和工程建设活动等引起的地面沉降的监测、防治及其相关监督管理作出了明确规定。确定了综合管理和职责分工相结合的原则,进一步理顺了管理体制;明确了对地下水开采实行总量控制制度,并对人工回灌工作作出规范;确立了深基坑工程地面沉降危险性评估及沉降防治的工作机制;城乡规划的编制应充分考虑地面沉降防治要求,合理控制工程建设开发强度;明确了相关的法律责任和处罚规定。条例的颁布实施将为进一步加强和规范地面沉降防治工作、促进经济社会可持续发展发挥极为重要的作用。 | (Shanghai Municipal People’s Congress Standing Committee,Shanghai 200003,China) | 2013 | 上海国土资源2013，34，2： | 6 |
