1Connotation and principles of ecological compensation in water source reserve areas based on the theory of externality显示文摘Understanding the connotation and principles of ecological compensation in water source reserve areas is the basis and guarantee for establishing and improving the ecological compensation mechanism of water source reserve areas.First,this paper reviews the three stages of ecological compensation research progress.Based on the review,using the theory of externality,the ecological environment system of water source reserve areas is then analyzed.This paper argues that the connotation of ecological compensation in water source reserve areas is a kind of institutional arrangement,which is designed to internalize externalities.Finally,based on the understanding of the connotation of ecological compensation in water source reserve areas,five principles for establishing and improving the ecological compensation mechanism are proposed,including the principle of fairness and justice,the principle of equivalence of equality and responsibility,the principle of flexibility and effectiveness,the principle of 'earmark funds,and implementation by law,' and the principle of government compensation supplemented with market compensation.Aimin Wang Yanxiang Ge Xiangyan Geng 2016Chinese Journal of Population,Resources and Environment2016,16,3:4
2Negotiation System of Ecological Compensation of Water Source Areas显示文摘In view of no generally accepted ecological compensation standards and methods at present,this paper discusses the introduction of the negotiation system to the process of ecological compensation for water source areas.That is,the government in water source areas and the downstream regions of river basins should confirm their respective rights and obligations and then establish their compensation standards through negotiations according to the different purposes of water use.The amount of compensation should be determined in the comprehensive consideration of the quality,quantity and compensation price of water.Through open and fair negotiations,an institutional arrangement will be set up,which can make the water source areas and the downstream regions of river basins fully express their true preferences and their independent choices on the ecological environment.Ge Yanxiang Liu Shuyan Wu Feifei Liang Lijuan 2010Chinese Journal of Population,Resources and Environment2010,8,4:1
3The Influence of Large-Scale Circulation on the Summer Hydrological Cycle in the Haihe River Basin of China显示文摘In this study, we focus on changes in three important components of the hydrological-cycle in the Haihe River basin (HRB) during 1957-2005: precipitation (Prep), actual evaportranspiration (ETa), and pan evaporation (PE)-a measure of potential evaporation. The changes in these components have been evaluated in relation to changes in the East Asian summer monsoon. Summer Prep for the whole basin has decreased significantly during 1957-2005. Recent weakening of the convergence of the integrated water vapor flux, in combination with a change from cyclonic-like large-scale circulation conditions to anti-cyclonic-like conditions, led to the decrease in the summer Prep in the HRB. ETa is positively correlated with Prep on the interannual timescale. On longer timescales, however, ETa is less dependent on Prep or the large-scale circulation. We found negative trends in ETa when the ERA40 reanalysis data were used, but positive trends in ETa when the NCEP/NCAR reanalysis data were used. PE declined during the period 1957-2001. The declining of PE could be explained by a combination of declining solar radiation and declining surface wind. However, the declining solar radiation may itself be related to the weakening winds, due to weaker dispersion of pollution. 7Pricing-based edge caching resource allocaƟon in fog radio access networks显示文摘The edge caching resource allocation problem in Fog Radio Access Networks(F-RANs)is investigated.An incentive mechanism is introduced to motivate Content Providers(CPs)to participate in the resource allocation procedure.We formulate the interaction between the cloud server and the CPs as a Stackelberg game,where the cloud server sets nonuniform prices for the Fog Access Points(F-APs)while the CPs lease the F-APs for caching their most popular contents.Then,by exploiting the multiplier penalty function method,we transform the constrained optimization problem of the cloud server into an equivalent non-constrained one,which is further solved by using the simplex search method.Moreover,the existence and uniqueness of the Nash Equilibrium(NE)of the Stackelberg game are analyzed theoretically.Furthermore,we propose a uniform pricing based resource allocation strategy by eliminating the competition among the CPs,and we also theoretically analyze the factors that affect the uniform pricing strategy of the cloud server.We also propose a global optimization-based resource allocation strategy by further eliminating the competition between the cloud server and the CPs.Simulation results are provided for quantifying the proposed strategies by showing their efficiency in pricing and resource allocation.Yanxiang Jiang Hui Ge Chaoyi Wan Baotian Fan Jie Yan 2020Intelligent and Converged Networks2020,1,3:0
